Frensham Parish’s first Village Design Statement (VDS) was published in 2009 and adopted by Waverley Borough Council (WBC) as ‘Supplementary Planning Guidance’. The policies and guidelines set out in the VDS are thereby taken into account as material planning considerations when planning applications from the Frensham and Rushmoor wards of the parish are being determined by WBC. The VDS also provides guidance for prospective developers on the expectations of the Parish Council and the community on planning matters.
Many of you will recall contributing to the drafting of the document, either by responding to a parish-wide questionnaire survey conducted in 2004/5, or by participating in the project steering group. The document is now in need of updating and the Parish Council aims to complete this by the end of its current term of office in April 2015.
As the 2011 census suggests that there have been no significant demographic changes in the parish, and in order to keep costs down, the Council does not at this stage envisage any need to repeat the earlier full survey. Instead, we are now inviting all members of the community to read through the current version of the VDS and to let us have any suggestions as to how it might be updated and improved. Your input would be greatly valued.
Paper copies of the 2009 VDS were distributed to all households in the parish when it was published and the document can be viewed on this site Parish Council > Village Design Statement. There are still a few paper copies available at the Parish Office (open Wednesdays and Thursdays).
We are particularly looking for any gaps in our earlier coverage, bearing in mind that the primary purpose of the document is to inform and guide developers and WBC on physical planning and sustainability matters. We are also looking for corrections to any matters of fact, and for any new information or evidence that would help us tighten up our presentation. We would also value the perspectives of long-term residents of the community who have personal local knowledge of the parish, and of those who have a professional or specialist interest in any of the subjects covered by the VDS.
It would be helpful if we could receive your input by the end of this September. The information and comments you provide will then enable us to undertake any necessary further research and consultations before we start to draft an updated version of the VDS. We will issue regular bulletins on progress in the Parish Magazine and on the Council’s website, where we will also provide more detail on the wider consultation process to be adopted further down the line.
